Public Relations Officer – International Committee of the Red Cross

Public Relations Officer is the focal point for all public communication activities in the delegation, in coordination with the management and the Communication Manager, contributing to a strong external positioning for the ICRC in the Philippines. S/he leads in defining the delegation’s messages and content generation planning in order to manage the delegation’s profile in the media and through public channels. S/he advises the delegation on public communication issues, risks, opportunities, and challenges, and contributes to implementing the public engagement and digital strategies.

MAIN RESPONSIBILITIES

  • Develops and implements the delegation’s pubic communication plan in coordination with the Communication Manager, and works closely with the Communication Field Officers to ensure its implementation in field sub-structures;
  • Acts as spokesperson and develops strategies for promoting the ICRC’s activities to the media, and maintains regular contacts with national and foreign media based in Manila; and COM/PR teams of government agencies key to ICRC’s work;
  • Drafts news releases, key messages, and reactive press lines in coordination with the Communication Manager; edits materials for public release;
  • Works with the Digital Officer to plan and produce content for the delegation’s digital platforms. Contributes to global or regional communication campaigns and initiates collaborations with journalists or media agencies for local campaigns;
  • Regularly reviews the effectiveness and impact of ICRC public communication activities and oversees the monitoring of key issues related to how ICRC is publicly perceived;
  • Organizes and manages media events and field trips when required and feasible;
  • Works with the Philippine Red Cross on Movement communication, especially during crises and joint Movement response.

REQUIRED PROFILE

  • At least 6-8 years’ progressive professional experience in a field relevant to communication, with at least 4 years in media, journalism, and/or public relations;
  • University degree in communications or journalism;
  • Good knowledge and understanding of the interests of media and the general public and adapting ICRC’s messaging to this;
  • Strong media network and works to maintain this and build new relationships;
  • Basic knowledge and experience on crisis communication;
  • Experience in the Red Cross and Red Crescent Movement is an asset;
  • Experience working in other international non-government organizations a plus.
