CiTEC Area Supervisor – FHI 360


FHI 360/Philippines ( is in search of candidates for CiTEC Area Supervisor position to join the USAID-funded “TB Innovations Health System Strengthening Project” (TBIHSS) project in the Philippines. The position will be based in Cebu


The TB Innovations and Health Systems Strengthening (TB IHSS) Project is a 5-year USAID-funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Project will identify, test and help implement approaches to improve prevention, increase case detection rates, decrease default rates, and increase treatment success and cure rates across the continuum of care. In line with this, the project will support the conduct and management of the City-wide TB Elimination Campaign (CiTEC) in Cebu City to improve TB service delivery, financing and governance in the context of an integrated local health system approach of the Universal Health Care (UHC).


Under the direct supervision of the CiTEC M&E Specialist, the Area Supervisor is expected to perform the following tasks:

§ Oversee the updating of CiTEC household database

§ Provide technical supervision as well as administrative and logistical support to ensure that TB Navigator Mobilizers and City Health Workers (CHWs) completely cover assigned sitios to ensure the timely conduct of household profiling and screening

§ Assist in capacitating Navigator Mobilizers in the performance of their roles and responsibilities

§ Supervise the CiTEC Navigator Mobilizers and City Health Workers (CHWs) in profiling and screening household members, assisting those without PhilHealth Identification Number in accomplishing the PhilHealth Member Registration Form (PMRF), managing sputum collection and transmittal to health center, distributing X-ray vouchers and facilitating household access to health providers

§ Lead the Navigator Mobilizers in coordinating with barangay officials, CHWs and concerned stakeholders in communities in updating the CiTEC database, and in locating, profiling and screening household members in Mambaling and Pasil

§ Supervise the CiTEC Navigator Mobilizers in guiding the CHWs in providing navigational assistance to families to facilitate their access to TB commodities and services

§ Collect and review accomplished CiTEC forms i.e. Informed Consent, PhilHealth Member Registration Form (PMRF) and requirements, profiling and screening forms, monitoring forms, etc. to ensure accuracy, completeness and legitimacy of entries

§ Coordinate with Cebu City Health Office, the Barangay Health Emergency Response Teams (BHERTs) and other relevant units in getting the list of TB patients and Covid-19 positive cases

§ Coordinate with local health officials, concerned barangays, CiTEC Navigator Mobilizers, mobile van providers and other concerned stakeholders in ensuring adherence to TB case finding protocols

§ Ensure updated lists of endorsed clients to BHERT, the RHU staff and other health providers for TB screening, testing, treatment, and prevention

§ Ensure data quality of submitted ICH data from the mobile vans from the AI database, logbooks, lists of refusals etc.

§ Conduct routine spot checks to ensure all households and sitios are covered by TB Navigator Mobilizers/CHWs

§ Assist the CiTEC M&E Specialist in the weekly consolidation and summary of all the CiTEC forms, for submission to the CiTEC team

§ Document and report to CiTEC M&E Specialist the following: (a) complaints from households, navigator mobilizers and other concerned stakeholders, (b) challenges, difficulties and good practices encountered by the Navigator Mobilizers, and (c) actions taken to address the challenges, if any, in the conduct of the above tasks

§ Provide feedback to the CiTEC M&E Specialist and Senior Project Officer after each day of data collection by Navigator Mobilizers

§ Collaborate with the CiTEC team in the monitoring and analysis of household data

§ Perform other relevant tasks deemed necessary by the CiTEC M&E Specialist

The Area Supervisor should have a computer/laptop for encoding of data gathered. All data and information collected shall not be duplicated, used or disclosed – in whole or in part – for any purpose other than to aid CiTEC activities in Cebu City in accordance with the Data Privacy Act of 2012.**


· Bachelor’s degree in biological or laboratory sciences, allied health courses or equivalent;

· Previous work related to field implementation of relevant activities or other non-government projects;

· Experienced in working with the Department of Health (DOH) and its regional offices or Local Government Units (LGU);

· With strong knowledge and experience on infection control measures and biosafety and other health-related safety measures;

· Perform other field implementation-related activities that involves proper communication and coordination with different implementing partners;

· Facilitate properly and accordingly different communication and coordination activities with concerned DOH and attached agencies;

· Timely delivery of performance targets and with good attention to details regarding the jobs at hand;

· Good interpersonal communication skills.

· At least a Bachelor’s degree or higher in statistics, social science or any related course

· Experience in public health program implementation, monitoring and evaluation, experience in TB project management an advantage

· Experience in the conduct/supevision of survey and data analysis

· Previous work on community engagement preferred

Required Skills and other qualifications:

· Supervisory/managerial skills

· Strong computer skills – MS Office Excel, MS Word, and relevant MS Office applications

· Good communication and relational skills

· Ability to understand and speak Cebuano is an advantage

· Familiarity with the officials/residents of Mambaling and/or Pasil in Cebu City is an advantage

· Must be based in Cebu City

· Previous orientation/training on health programs, preferably on TB, or data collection preferred

· Ability to handle large volume of work and meet deadlines

· Good analytical and organizational skills

· Willingness to conduct regular field visits

Supervision and Reporting

The Area Supervisor will be supervised and evaluated by the CiTEC M&E Specialist.
